Generally, admissions and scholarship matters fall under International Student Center, housing and daily activities are managed by International Student Service Center, and graduate student-related affairs are handled by International Affairs Office of Graduate School.

The local Exit-Entry Administration Bureau, police stations, and universities share the responsibility for student management.
