Study on Infrastructure in Countries along the “Belt and Road” and Relevant Suggestions

Background and Purposes

Encouraging Chinese enterprises to establish global operations is not only a historical mission of China as a major responsible country, but one of the steps that Chinese businesses have to take before they can build up enough strength to compete in the international market. This is especially true considering the BRI and the initiative of “building a community with a shared future for mankind. As a geographically strategic link along the “Silk Road Economic Belt”, Pakistan has become the first and foremost gateway for Chinese businesses to go global.

This project is designed to develop longstanding partnerships with Chinese businesses in Pakistan and improving their performance through joint efforts of businesses and research institutes;to promote subsequent international projects and their local long-term application by establishing close ties with the governments, businesses, and universities in Pakistan and other countries along the “Belt and Road”;, and to encourage interdisciplinary and multiparty research cooperation and talent exchanges based on connections with multilateral development banks and other international organizations and research institutions .

General Outline

For high-level completion of the project, a reasonable and detailed plan will be developed for research preparations before the formal implementation, for field research during the process, and wrap-up after the project. The project team will conduct research in Pakistan on finished and to-be-finished major infrastructure projects as part of efforts to investigate such projects in countries along the “Belt and Road”.Based on academic research and advance technologies in Shanghai Jiao Tong University and its partners, we will put forward solutions to any identified problems , and apply findings to engineering projects in multiple ways.

The project is aimed at addressing the following challenging questions:

1. What is the infrastructure like in the countries along the ancient Silk Road, and how do Chinese businesses make their contribution?

2. How can streaming, general-benefit investment be made in infrastructure in underdeveloped countries and regions?

3. How profitable and risky are infrastructure projects  for local communities and investors?

4. Why and how do Chinese enterprises contribute to the infrastructure projects, what are risks and challenges there are, and how can they be resovled?

5. How well have the countries along the “Belt and Road” done in meeting industry standards of infrastructure construction , in technical proficiency, and in specialized training?

Management Guidelines

Management is based on the organizational structure of the project, which includes an advisory commission, an executive team, an accounting group, a human resources team, and a task force.All perform their specific duties in developing plans, charting progress, arranging routine meetings, financing, managing human resources, and implementing the project (conducting research, making analysis, maintaining relations with media and the public , and ensuring logistics support).
