The ceremony was hosted by Xi Lifeng.

In his remarks, Ding Kuiling reviewed the construction process of "Grand Neobay" and introduced the latest progress. He emphasized that the Zero Kilometer Incubator is an important platform for city-district-university cooperation, aiming to connect the "first kilometer" of innovation sourcing with the "last kilometer" of achievement transformation. In recent years, the university has carried out pilot reforms for the transformation of scientific and technological achievements, with several Shanghai Jiao Tong University-affiliated "teacher circles," "alumni circles," and "friend circles" of technology innovation enterprises beginning to accelerate their aggregation in "Grand Neobay." In the future, the university will continue to leverage over 100 national and provincial research platforms, along with high-level basic education and research-oriented hospitals, to inject strong momentum into the creation of a globally influential innovation bay area.

In his speech, Chen Huawen pointed out that the launch of the Zero Kilometer Incubator is both a vivid practice of Minhang’s active integration into and proactive service for the construction of the Shanghai International Science and Technology Innovation Center, and a pragmatic measure to cultivate the innovation and entrepreneurship ecosystem of "Grand Neobay." This initiative will inject new vitality into Minhang’s technological innovation, industrial upgrading, and high-quality development. Minhang District will fully support the construction of the Zero Kilometer Incubator, consistently providing better services and creating an excellent environment to support the growth of enterprises and institutions in Minhang, aiming to build a new growth pole for economic and social development.

Zhai Jinguo stated that technological innovation is the core driving force of economic and social development. The collaborative efforts of Shanghai Jiao Tong University and Minhang District to build the Zero Kilometer Incubator, fully integrating the university's innovation resources and stimulating innovation sourcing vitality, will undoubtedly play a critical role as an innovation-driven development engine for "Grand Neobay" and become a significant node for the city's technological innovation and entrepreneurship. The construction of the Zero Kilometer Incubator will promote more Shanghai Jiao Tong University-affiliated scientific research achievements to take root and develop in "Grand Neobay," accelerating the incubation of high-growth technology enterprises, strengthening emerging industries, and cultivating future industries, continuously contributing to the construction of a world-class innovation bay area and the Shanghai International Science and Technology Innovation Center.

At the event, Shanghai Grand Neobay Technology Development Co., Ltd. signed cooperation agreements with 16 incubator enterprises involved in leading and future industries such as artificial intelligence, integrated circuits, biomedicine, intelligent manufacturing, and low-carbon energy, as well as with five partner institutions including Shanghai State Investment, the Shanghai Branch of the Bank of China, Haitong Securities, the World Laureates Association, and Shanghai Advanced Institute of Finance of Shanghai Jiao Tong University.

Xi Lifeng, Zhai Jinguo, Tan Ruicong, and Yu Licheng jointly unveiled the "WLA-Green Catalysis Expert Think Tank Synthetic Biology Achievement Transformation Base." Synthetic biology, as a disruptive technology in the life sciences field, is a key direction for Shanghai to seize opportunities and accelerate the layout of new momentum for development. The Zero Kilometer Incubator will leverage the strong empowerment of the World Laureates Association and the Green Catalysis Expert Think Tank platform to focus on creating an integrated synthetic biology achievement transformation base with "shared platform + concept verification + advanced incubation."

With the witnesses of the attending guests, the city and district leaders, along with university leaders, jointly launched the unveiling ceremony of the incubator.

Before the ceremony, relevant leaders and experts visited the Zero Kilometer Incubator in Grand Neobay.

It is reported that, supported by the pilot reform of the transformation of scientific and technological achievements in universities, over the past three years, 165 teacher-led technology innovation enterprises have emerged from Shanghai Jiao Tong University, with 77 of them settling in "Grand Neobay," having a total market value/valuation exceeding 70 billion yuan. Among these, 41 enterprises have a market value/valuation of more than 200 million yuan, constituting the "teacher circle" of Shanghai Jiao Tong University-affiliated technology innovation enterprises in "Grand Neobay." Simultaneously, represented by the establishment of CATL Shanghai Research Institute and TAIL Intelligent Laser, a batch of "alumni circle" and "friend circle" technology innovation enterprises of Shanghai Jiao Tong University have started to accelerate their aggregation in "Grand Neobay." According to incomplete statistics, Shanghai Jiao Tong University-affiliated enterprises account for 60% of the technology innovation enterprises in the "Grand Neobay" area.

In May 2023, Shanghai Jiao Tong University and Minhang District jointly funded the establishment of Shanghai Grand Neobay Technology Development Co., Ltd. As the market-oriented operational entity for the incubation, introduction, and service of Shanghai Jiao Tong University-affiliated technology innovation enterprises in the "Grand Neobay" area, the company has benchmarked Shanghai’s high-quality incubator construction requirements and efficiently completed the preparation tasks for the construction of the Zero Kilometer Incubator in one year.

Next, Shanghai Grand Neobay Technology Development Co., Ltd. and the Zero Kilometer Incubator will connect the "first kilometer" of innovation sourcing with the "last kilometer" of achievement transformation. They will fully rely on over 100 national and provincial research platforms and the construction of the Minhang North Campus Innovation High Ground, efficiently tapping into outstanding research achievements across disciplines and interdisciplinary fields of the university, jointly building a professional service system for the entire lifecycle of enterprises, and creating a high-quality "one-stop" benchmark incubation platform.
